The Freehold sheriff's sale: every other Monday
The Monmouth County Sheriff's Office says foreclosure sales are an open auction held every other Monday at 1:00 p.m. at the Public Safety Center, 2500 Kozloski Road, Freehold, moving to Tuesday when a holiday falls on Monday. The plaintiff's attorney opens bidding at $1,000, and bids rise in $1,000 steps. The winning bidder puts down 20 percent that day, in certified check or cash up to $1,000, and the balance is due in 30 days. The office says the owner can redeem up to 10 days after the sale. The sheriff's page adds that property is sold as is, subject to unpaid taxes, assessments, water and rents and existing liens, and that a buyer facing an occupant who will not leave must apply to the court for a writ of possession. It warns that a sale can be adjourned, settled, cancelled or stayed by bankruptcy at any time. Office hours are weekdays, 8:30 a.m. to 4:30 p.m., at (732) 431-6400.
Inherited a Monmouth house: the Surrogate in Freehold

Recording the deed: the County Clerk at Market Yard
Deeds are recorded by the County Clerk, whose office is at Market Yard, 33 Mechanic Street, Freehold, 732-431-7324. The recordings page lists hours of 8:30 a.m. to 4:00 p.m., Monday through Friday except legal holidays, and the Clerk also offers e-recording through njcountyrecording.com. The Clerk's deed checklist asks for a cover sheet, a prepared-by notation, a true consideration statement, the municipality with block, lot and qualifier, signatures with printed names, and a notary acknowledgment. Seller residency forms (GIT/REP) go with every deed, and RTF-1 or RTF-1EE affidavits apply in the situations the checklist lists. It lists $30 for the first page and $10 for each additional page, and says checks over $10,000 in the aggregate must be certified or bank official checks, so confirm current fees. The county's online records system includes deeds recorded from January 1, 1976, but the Clerk says the site is not intended to be used as a title searching tool.
Resale certificates in Freehold, Neptune and Asbury Park
Freehold Borough's Code Enforcement checklist lists a Certificate of Continued Occupancy at $100 for one- and two-family homes, $75 for apartments and a $100 surcharge for inspections requested within three days. A separate smoke and carbon monoxide certificate is $50 if requested more than three business days ahead and $100 after that. The sale certificate is good for 90 days from the inspection, and the smoke and CO certificate for six months. A first reinspection is free and later ones are $150. An adult must be present, and the borough accepts cash, checks and money orders. Neptune Township's Code Enforcement says its Certificate of Inspection application is for sale of the property after a transfer of title. Its checklist requires closed construction permits and violations, taxes paid to date and original signatures, and it says buying, selling or renting without the certificate is punishable by fines not exceeding $1,250. Contact is 25 Neptune Boulevard, 732-988-5200. Asbury Park's code (§ 12-7.1) bars anyone from transferring title to a dwelling without a certificate of inspection permitting occupancy, and the city says a Transfer of Title application must be completed before closing. The code allows an inspection report in place of the certificate, valid for 90 days, and the certificate fee follows the schedule the code references, so ask Code Enforcement for the current figure at 732-502-5742.

How a cash sale fits these steps
A buyer paying cash still deals with the town certificate, the Surrogate and the Clerk. What Swifty changes is the sale itself: no financing contingency, no repair requests, no agent commission, and a closing date you choose. Tell us the town and whether the house is occupied, rented or in an estate.
