Thursday sheriff's sales at 49 Rancocas Road

The county's sheriff's bulletin says sales are held on Thursdays at 12:00 PM in the County Administration Building, 49 Rancocas Road, Mount Holly. It says the plaintiff's attorney starts the bidding at $100.00, the purchaser pays 20 percent of the price in certified bank check or cash limited to $2,000, and the balance is due no later than two weeks after the sale date. Community Wealth Preservation Program sales follow separate terms: 3.5 percent of the upset price in cash (limited to $2,000), the balance within 90 business days with lawful interest from the 60th business day, and, for some bidders, 84-month occupancy requirements. The bulletin says the defendant may request two adjournments, as may the plaintiff's attorney, and that defendants have a ten-day period after the sale to object through the courts. It adds that all sales are subject to a first mortgage, if any, and to municipal, state and federal liens. The Sheriff's Office is at 609-265-5127, weekdays 8:30 a.m. to 4:30 p.m. The bulletin is undated, so confirm the current terms.

Surrogate and County Clerk, side by side in Mount Holly

The Surrogate's Office, 50 Rancocas Road, 1st floor (609-265-5005), works on an appointment basis, Monday to Friday 8:30 a.m. to 4:30 p.m., and says probate and administration appointments are in person for personal representatives who live in New Jersey. It says responses to calls and emails take 24 to 36 hours. Its guide says the Surrogate cannot issue letters of administration until the 6th day after the date of death, and describes short certificates as an executor's proof of authority to transfer or sell a decedent's assets. The County Clerk records deeds at 49 Rancocas Road (609-265-5122). The county's checklist wants the grantor and grantee, the grantee's address, consideration and realty transfer tax, block and lot, a notarized grantor signature, the preparer's printed name, the seller residency GIT-REP form and the state-required Burlington County Summary Sheet. Recording is $45 for the first page and $10 for each added page, and the page notes graduated percentage fees on transfers above $1 million effective July 10, 2025.

City of Burlington: the resale inspection checklist

The City of Burlington, separate from Burlington Township, asks sellers to email a resale application and fee to resales@burlingtonnj.us at least 30 business days before closing. Inspections are scheduled Monday, Wednesday and Friday only, 9:00 a.m. to 1:00 p.m. The initial fee is $100, each reinspection $75, and a missed appointment adds $100. The city's checklist says its inspection is the basis for a Housing Clear Certificate and a New Jersey Division of Fire Safety certificate under Chapter 195-15A of the city code, and that a residential certificate of continued occupancy is effective for 60 days. The checklist asks for ten-year sealed-battery smoke detectors on every level including each bedroom and the basement, a carbon monoxide detector within 10 feet of each bedroom, and a 2A-10BC extinguisher within 10 feet of the kitchen. The application also wants permits closed for water heaters, HVAC and any other work. Code Enforcement is at 525 High Street, (609) 386-0200 ext. 132, and its page lists a rental registration process and a vacant property registration form.

Mount Laurel and Pemberton: certificates tied to closing

Mount Laurel's code (§ 89-16) requires a certificate of continuing occupancy from the Construction Official before a change in ownership or occupancy of residential or commercial property, based on a visual examination of accessible components. Fees are $75 with 11 or more days before closing, $100 at 4 to 10 days and $125 at 3 or fewer, with a $25 reinspection fee waived if deficiencies are corrected within 30 days, and a 50 percent reduction for owners 65 and older or low- and moderate-income deed-restricted housing. The certificate must be obtained within 90 days of closing, and a current annual rental inspection pass exempts a property. Pemberton Township's Chapter 115 requires a certificate of occupancy-transfer before a change in occupancy from a change in ownership or rental tenancy, with a $150 application, an inspection within 10 working days of a complete application, $50 reinspections and a 60-day temporary certificate for non-life-threatening repairs. Chapter 148 has rental units registered on every change in occupancy or every three years, with a $150 registration and initial inspection fee and fines from $250 up to $2,000. Ask each office how a sale fits its wording.

Common situations

  • A Thursday sheriff's sale at 49 Rancocas Road is on the calendar and the ten-day redemption window is a concern.
  • A 60-day foreclosure mediation request window is running, and you want a private sale option too.
  • You inherited a Burlington County house and are waiting on the Surrogate before the deed can move.
  • A City of Burlington or Willingboro inspection, with detector and extinguisher fixes, is the last hurdle before closing.
  • A Willingboro or Pemberton rental, or a vacant house with registration fees climbing, has become more trouble than it is worth.
